Research that stays research doesn't move anything. The department's actual output isn't a report — it's a memo short enough that someone reads the whole thing and long enough that they can act on it without asking a follow-up question.
The shape that works: one sentence stating the answer, three bullets of evidence tiered by confidence, one line naming what you're still unsure about, one line naming the next action. Everything else is source material, not the memo.
Take the synthesis and citations from the last two lessons and compress them into that exact shape. If it's longer than one screen, cut, don't summarize further.
